The most common gap is planning evaluation after launch. If you decide how to measure a program only once it is live, you will fall back to completion rates, which prove attendance, not capability.

- Match the method to the objective
Choose the delivery method that fits the objective and the audience, not the one that is easiest to build.
- Plan evaluation before you build
Decide how you will measure reaction, learning, behaviour and outcome before the program exists.
- Track capability by team
Roll skill levels up per team so a widening gap is visible before a performance review surfaces it.
- Review outcomes and iterate
Read evaluation data, retire what does not move capability, and reinvest in what does.
